Gladstone Regional Council (GRC) to source a Program Controls Lead for the Capital Program team. The Role Reporting to the Manager Capital Program, the purpose of this position is to partner with the business to develop, manage and implement appropriate processes, controls, and systems to improve project interfaces and enable the delivery of the Councils Capital Program and Project Portfolio. You will also be responsible for managing change initiatives, preparing reports for stakeholders, analysing the capital portfolio, and ensuring alignment with budget forecasts.
- Lead the design and embed the project management frameworks to enhance capital delivery
- Control the project lifecycle management initiatives including software implementation and supporting documentation
- Implement change management strategies to improve capital processes and interfaces
- Undertake detailed analysis of the capital portfolio as well as prepare and present reports, briefs and updates to Council and Execute Leadership team
- Provide project controls leadership for all Capital projects, overseeing financial and performance tracking
- Conduct analysis and status updates ensuring alignment with internal planning and financial goals
- Review contractor documentation including schedules, cash flow, forecasts, and milestone payments to ensure alignment to Council frameworks
- Work closely with stakeholders to develop and ensure alignment to the yearly budget forecast
- Develop strong relationships across the Council and promote a strong customer service culture
About You: - Bachelor degree in Business, Construction Management (or related discipline) desirable
- Demonstrated experience in project controls, portfolio, or project management positions
- Proven experience in developing, implementing, and maintaining strategies
- Experience successfully building relationships and engaging stakeholder groups at all levels
- Competent in developing and presenting reports and presentations
- High level negotiation and communication skills
- Advanced computer skills and proficiency in MS Office suite
